The biggest problem is throttle response. The larger a turbocharger is, the higher its threshold is; this means its optimum RPM range ends up significantly higher in the RPM range. Essentially, a large turbocharger will not spool up very fast and won't make low-end power very much. All of these things kill drivability, making your car awful on the street.
