Welcome to TLILIC005 Licence to operate a boom-type elevating work platform (boom length 11 metres or more) training course.

This course is associated with the ability to apply for a WG High Risk Work Licence.

This training course specifies the skills and knowledge required to safely operate a boom-type Elevating Work Platform (EWP) where the length of the boom is 11 metres or more in accordance with all relevant legislative requirements. Competence in this unit, does not in itself result in a Risk Work Licence (HRWL) to operate this plant.

Boom-type elevating work platform means a telescoping device, hinged device, or articulated device, or any combination of these, used to support a platform on which personnel, equipment and materials may be elevated.

A person performing this work is required to hold a boom-type elevating work platform HRWL.

This unit requires a person operating an EWP to:

  1. plan for the work/task.

  2. prepare for the work/task.

  3. perform work/task.

  4. pack up.

Prerequisite: Nil but you will also need a white card to enter a work site

Kallibr Training is operating from Brisbane's largest construction training centre.

It is a licenced, insured and accredited RTO (32365). All the instructors have completed their Certificate IV in Training and Assessment and are highly experienced, vocational trainers.

This fully equipped facility is designed to provide the highest quality training. The training facility is located in Salisbury, offering a large array of equipment, structures and plant for construction, high-risk training, and access.

The Construction Training Centre is located at 460/492 Beaudesert Rd, Salisbury QLD 4107, Australia

Nearest train stations in Brisbane are: Salisbury (Train station), Moorooka (Transit station) and Coopers Plain (Train station).

However, before incorporating a boom-type EWP into your worksite, it's crucial to assess if your workplace is adequately prepared for the safe and effective implementation of this equipment. 

From proper training and maintenance checks to assessing site conditions and clearance requirements, there are several imperative factors to consider ensuring your worksite is ready for the successful use of a boom-type EWP.

Assessing Worksite Readiness

Space and Accessibility Considerations:

  1. Adequate space is essential for safe manoeuvring of the EWP.

  2. Accessibility to the work area must be ensured for seamless project operations.

  3. Factors such as overhead obstructions and clearance height should be considered.

Worksite Ground Conditions:

  1. Ground must be level, compact, and able to support the weight of the EWP and its load.

  2. Uneven or unstable ground poses serious safety risks.

  3. Detailed inspection of ground conditions is necessary to identify hazards.

  4. Measures such as leveling or reinforcing may be required to create a safe working environment.

Safety and Compliance

  1. Familiarity with relevant laws, standards, and guidelines is essential for safe operation.

  2. Compliance ensures worker safety and legal adherence.

  3. Fall protection systems to prevent falls from height.

  4. Emergency lowering controls for quick descent in case of emergency.

  5. Outriggers for stability, especially on uneven terrain.

What will you learn

  1. Work area ground/operating surface is assessed to determine suitability for operational use of EWP in accordance with manufacturer requirements and workplace procedures.

  2. Appropriate paths for operating the EWP and moving in work area are assessed and determined in accordance with workplace procedures.

  3. Consultation with workplace person/s is maintained to ensure workplan is clear and consistent with site requirements in accordance with workplace procedures.

  4. Risk control measures for hazards identified are checked for implementation in accordance with workplace procedures.

  5. Operational checks from base controls are carried out in accordance with relevant manufacturer requirements and safe work procedures. 

  6. All platform controls are located, identified and tested in accordance with manufacturer requirements and safe work procedures.

  7. Relevant hazard prevention/control measures identified are checked for implementation in accordance with safe work procedures. 

  8. EWP is safely located at point of work in work area in accordance with safe work procedures.

  9. EWP platform is positioned for work tasks and stability and all operations are monitored constantly in accordance with safe work procedures.

  10. Post-operational EWP checks are carried out in accordance with manufacturer requirements and safe work procedures. 

  11. EWP boom is retracted, lowered, stowed and secured in accordance with manufacturer requirements and safe work procedures.

  12. Relevant motion locks and brakes are applied as required in accordance with manufacturer requirements and safe work procedures.

  13. Outriggers and/or stabilisers, plates or packing if fitted are stowed and secured in accordance and with manufacturer requirements and safe work procedures.

  14. EWP is shut down in accordance with manufacturer requirements and safe work procedures.

Entry requirements 

  • Reached 18 years of age to sit the SafeWork Queensland assessment.
  • A general construction induction card (commonly known as a white card).
  • Proof of Queensland residential address
  • 100 points for identification for the SafeWork assessment.
  • Students will need to have a basic understanding and knowledge of English.

The application form for a new Queensland HRW Licence must be completed online on the Worksafe QLD site. 

The application must be submitted within 60 days after the successful completion of the practical assessment. 

A Candidate Assessment Summary (CAS) is a document that shows the results of an assessment or part of an assessment. Students should keep their CAS as well as the proof of payment for the application for the licence to legally prove they can lawfully perform the work until they receive their HRW licence.
