Spelers kiezen om beurten steeds een van deze drie acties, totdat iedereen heeft gepast. Veel acties leveren grondstoffen op of kosten deze (resource management). Ondanks deze simpele regels zijn er veel manieren om punten te scoren, zowel tijdens het spel als bij de eindscore. Tijdens het spel stuur je je pelgrims op pad, verzamel je geestkaarten, libellen, draakkaarten, bouw je gebouwen en plaats je rotsen, probeer je doelkaarten te bereiken en zover mogelijk te komen op de sporen bij de meren. Aan het einde van het spel scoren spelers nog punten voor kristallen op hun spelersbord, de startspeler, verschillende Bitoku kaarten, de schatten van de meren, de Iwakura rotsen, de waarden van hun dobbelstenen, hun visioenkaarten, en de punten die zichtbaar zijn op hun spelersborden.Kortom, Bitoku is een zeer veelzijdig spel met eenvoudige acties, maar zeer veel mogelijkheden en bovendien voorzien van prachtig artwork en componenten.
